In fragile and conflict-affected settings, extreme weather events hit the hardest, yet communities receive the least support to protect themselves and avoid losses and damages to livelihoods. WFP is at the forefront of implementing climate protection, adaptation and resilience building in protracted crisis settings to safeguard food security and protect the most vulnerable communities. Building on decades of experience, WFP’s climate solutions benefit over 15 million people in 42 countries and reach vulnerable communities in 24 fragile and conflict affected countries1.
WFP endorses the COP28 Declaration on Climate, Relief, Recovery and Peace and pledges to scale-up its support to national governments and local actors in meeting their climate adaptation objectives and preventing further loss of lives and livelihoods.
Recognizing the urgent need to scale up climate interventions to prevent the further escalation of humanitarian crises, WFP has developed a dedicated project pipeline, aimed at mobilizing investments for climate adaptation and livelihood resilience in the most vulnerable and under-served locations. From 2024, with the financial support of donors and partners, WFP is ready to prioritize the implementation of this pipeline, aiming to reach climate-vulnerable and food-insecure communities in countries with high humanitarian needs. To successfully achieve this, WFP needs the financial and technical support of existing and new donors and partners from across all sectors, with a priority on predictable, flexible and multi-year funding to implement this pipeline successfully.
In partnership with a diverse range of stakeholders from international to local levels, WFP will strengthen the capacities of smallholder farmers, communities, and institutions to manage climate risks, ramp up short-term protection from climate hazards, strengthen medium to longer term resilience, and transform food systems in the face of climate extremes, conflicts and economic instability.
As a result, WFP will make a substantive contribution to reducing the number of people exposed to food and nutrition insecurity and significantly reducing reliance on humanitarian aid. WFP aims to:
1. By 2025, WFP will provide financial protection from climate hazards to at least 10 million people, with financial coverage of up to US$ 1 billion per year.
- 5 million people will be shielded by anticipatory action systems against climate shocks in 40 countries, with the ambition to scale up to 19 million people in 61 countries by 2028.
- 5 million people will be protected by climate risk insurance solutions in at least 25 countries.
2. By 2030, through dedicated partnerships at scale, 3 million hectares of land will be rehabilitated, and productive potential restored for livestock and food production. 10 million people in sub-Saharan Africa will become more resilient and better able to adapt to the compounding climate, environmental and economic crises.
3. By 2030, WFP will work with partners to scale up climate-resilient food systems approaches in 35 countries. These programs will integrate climate risk management and support to food value chains, with 4 million farmers supported to reduce post-harvest losses in contribution to government ambitions for more resilient food systems.
