COP28 TRANSPORT GUIDE
COP28 UAE will provide free of charge public transport throughout COP28 UAE for Blue Zone delegates. NOL Cards will be delivered during COP28 registration at Expo Site. COP28 UAE will also provide shuttle buses from the Expo2020 Metro Station to the Green Zone.
Park & Ride Options

Blue Zone delegates arriving and staying in Abu Dhabi are eligible to use free of charge shuttle buses from and to the COP28 site during the event. The service is operated by ITC and access to the buses will be controlled by presenting a Blue Zone badge or UN official invitation letter (if it is your first trip).
Service will be running from 21 November until 13 December.

From 09:00 AM to 07:00 PM - every 60 minutes / From 08:00 PM to 10:00 PM - every 30 minutes.
Taxis and E-Hail (booked via apps) will be available at Expo City Dubai near by the main access gates. The simplest way to use these services is:

Operational Hours: 24 hours
All modes of public transport - metro, buses and the tram - are accessible. There are several parking spaces dedicated specifically for people with limited mobility. A complementary buggy service is provided - from the POD parking to the venue. .

When driving to COP28, follow the ’COP28’ road signs to the Green Zone and the ‘Blue Zone Delegates’ road signs to the Blue Zone. Note that the main form of transport for COP28 is still the Dubai Metro and everyone is encouraged to use it.

Blue Zone Workforce
When driving to COP28, follow the ‘Blue Zone Delegates’ road signs to the Blue Zone Parking. Once on site, please present your Blue Zone badge or invitation letter to gain access to the parking. Please note that during the first three days, all Blue Zone attendants are advised to use the metro due to the large number of road closures during the event.

This service is available after metro hours as an overnight complementary service. It will be used to drop people at key hotel areas in the city - From 00:00 to 05:00 AM every 20 minutes.

Blue Zone Overnight Shuttle
When driving to COP28, follow the ‘COP28’ road signs to the Green Zone. Once on site, follow your VAPP (Vehicle Access Park and Permit) QR Code to access the correct parking lot.
Service Details:
• Lots are VAPP controlled.
• Please scan the QR code for navigation directions and follow the signs for Opportunity Parking.
• This VAPP is personal and shouldn’t be shared with others.
• This VAPP is only valid if it is stuck to the car windshield.
