Reducing the risks of climate overshoot: Recommendations of the Climate Overshoot Commission
The risk of climate overshoot by exceeding the Paris Agreement goal of limiting average
global warming to 1.5°C is high and rising. With this will come worsening impacts on human
health, food security, water availability, social stability, and ecosystems. The Climate
Overshoot Commission sets out in its report coherent and actionable paths that consider all
potential approaches to reduce and manage the risks of climate overshoot. This event at
COP28 will put forth the Commission’s CARE Agenda: Cut emissions, Adapt, Remove
carbon dioxide from the atmosphere, and Explore solar radiation modification carefully.
